Given that spores are so effective in ensuring survival of bacteria, why don't all species make them?

I am a little late to this discussion (as a metaphor perhaps) but it may be that we could borrow from the life-history theory folks and the optimality/ESS thinking. Is this different than seeds of desert annuals and dormancy strategy? Has this type of analysis been tried? I hope so, so I don't have to try it out. I agree with the energy points above, given any particular environment.
